How to Get More Customers To Your Area

On a recent trip to Dallas, TX I learned about Restaurant Row.
Restaraunt Row in Dallas is the two mile area along I-35E around Walnut Hill, so named for the number of restaurants and entertainment venues attracting locals and tourists to an otherwise unremarkable area. (There are supposed to be over 150 within a two mile radius)
Many guide books, hotels and tourism agencies recommend people visit this area bringing much additional revenue to the area. Could you replicate this in your market?

Having eaten a few meals on restaurant row, it is full of corporate, cookie cutter restaurants. I work for one of these, but my mom lives in Dallas, and she says that the only reason this region succeeds is that the Dallas people are only interested in going to the bigger name restaurants, so indie houses, while they may seem welcome, are probably not getting the biz.
